Prof Greenberg is a labour economist who received his PhD
from the Massachusetts Institute of Technology. Prior to joining UMBC he has
worked for the RAND corporation, SRI International and the USA Department of
Health and Social Services.
Much of his research focuses on the evaluation of government
programmes that are targeted at the low-income population, especially public
assistance, employment and training programmes.
In this lecture, Professor Greenberg will discuss the eight
or so steps needed to do a CBA. These steps are discussed in the first chapter
of his textbook. Each step will be illustrated with dissuasion of an actual
CBA.
